Based on my experience of working for several telecom companies; one particular was very strict on customer privacy, but they all to most of degree were, a warrant is required for any police or federal agency to tap lines or get any information from the phone records. So it's not that often such information is released. So if crimes aren't being solved as often as a decade or two ago, that could be why... but I'm not sure if crime solving rates over all are up or down. I do recall statistics over a period of 40 years crime rates are down overall globally. With Central and S. America having a slight up tick in homicides and robbery for a period of time 2000 to 2015, then coming back down from their peak increase. https://www.unodc.org/documents/data-and-analysis/Crime-statistics/International_Statistics_on_Crime_and_Justice.pdf
