  2. If Nvidia is allowed to sell their chips in the open market, all this will not happened and unnecessary. Once these chips are paid for, how can you stop where or who will be using them. They are not stolen. If US wants to completely control who should be the end user, then ban Nvidia from selling outside the country. Or do they want to play the role of a global chip policeman.
