No one is building up anyone. India got a ton of internal conflicts themselves. Manipur, Kashmir, Khalistan .Vietnam President is on Beijing now cementing closer ties with China. SKorea has a handful coping with their northern cousins. As for Japan, they are no longer Imperial Japan. Their samurais and ninjas are all long gone. Better make more babies before their population disappears. Rather than make war with their neighbors.

Australia better stay out of SCS issues if they want China to buy their iron ore, coal, seafood and wines. They should patrol their own borders instead. Their biggest threat is illegal boats bringing third world migrants and jihadis to their shores.
