  2. Of course they don't have a monopoly on rare earth. Msny other countries have them too. What they do have is a near monopoly on refining them into a commercially usable end product for your defense and tech industries. Like 90% of the world's rare earth is refined by China. If you do not have the refining tech knowhow, then all you have is a big pile of dirt and rocks.
