  1. You nail it. While your govt is distracted and spend billions to confort your external threats, your internal threats grow from strength to strength. Your billions of dollars worth of high tech weaponry and huge army are ineffective and cannot defeat an idealogy. Only another idealogy can do that. ISIS or the Taliban are good examples.
