Correction .. the onus was put back on families. Still, the institutions should never have been closed. Also, they were closed in the 80's, not during Howard's term.

@tuvoca825 That makes no sense. Abusive people ARE mentally ill. Violent people are mentally ill. Probably every person in prison is mentally ill. Evil isn't good mental health, it's sick minds.

@Unbearable.Unbearable They did? I had no idea. Oh well ... privacy and freedom were nice while they lasted. I guess when there are enough people happy to trade their freedom and privacy for govt cheese, this is what you get.

@elisekellett2378 No system could cope, because far too many people except to be carried by the system. The problem won't be resolved while 'unwell' people and their families, refuse to manage the situation themselves. No society is so rich and so invincible, that it can sustain the weight of the many who depend upon the system. The way forward isn't to keep expanding services forever, thus enabling our unwillingness to step up as families - that's the worst possible thing we could do. The way forward is to modify services until we reach a point where families start taking back their responsibilities to their loved ones. Find the sweet spot where that change happens organically.
