  2.  @shaanpatel8244  The building that you see at the right of Mr Bald at 0:53 is called "Gostinitsa "Cheleesh" and it is a budget hotel , here is the google maps https://goo.gl/maps/htJFDXsNcUT2 link to it. If you look at the both cities (Ak-Dovurak and Kyzyl Mazhalyk) you will see that they are formed mainly by single houses. But in Ak-Dovurak there is this zone with ugly apartment buildings. My guess is that this part of the town was built during communist rule. Forcing people to live in horrible communal buildings MAY have been part of socialism ´s sadism (you see many such buildings in Sweden but not that ugly). My guess is that those ugly buildings are now mostly empty and the few that live there maybe are too poor to afford a single house (Mr bald told to me in a comment that the inhabitants were poor). But those are only my guesses, with no doubt the real answers can be found somewhere.
