A GFCI doesn't measure "ground" and "negative". Alternating current doesn't have a "negative" to start with. GCFIs don't do anything with ground and do not require a grounded conductor. In simple terms, a GFCI constantly measures the electrical power passing through the Hot and Neutral conductors. During normal operation, there should be zero difference between the two, no matter the incidental voltage as the AC wave rises and falls. But, if there is a ground fault, then the power going out will be different than the power coming back, as some of the power coming back is escaping through the ground fault. The GFCI detects this imbalance and will trip itself, very quickly.

The circuit breaker tripped because the short circuit included the whole circuit from the breaker. The induction made the breaker much faster than the fuse.

Fuses are very simple, and very easy to see, since they have a clear glass window. An overload causes the small metallic strip to melt. The greater the overload, the faster the melting happens. A short circuit causes the small metallic strip to vaporize. It will leave a cloudy glass window.

There are gold-plated electrical outlets, but that doesn't make the electrical current quality any better.

Which country? In the U.S., washing machines are supposed to be on a dedicated circuit, so that doesn't happen.
