  15. 1) Russian missiles are incredibly inaccurate. There is the possibility they missed their target 2) Russia has a long history of bombing civilian buildings. From leveling the city of Grozny to bombing hospitals in Syria. 3) Russia is the only party here guilty of false flags. From the FSB being caught planting bombs to accuse the Chechens to the Russian soldiers in Transnistria caught firing rocket launchers at infrastructure to blame Ukraine.
