The USA didn't complain

I don't think the US will freak out about this. It's international water. Of course the news in Japan covers it because it's a large presence of unfriendly naval ships between two of Japan's main islands. The US sails through the South China Sea because China has built islands in international waters and is trying to claim it as part of China. In addition, the US's political power lends credence to Vietnam, the Philippines, Brunei, Malaysia and Taiwan which also claim parts of the South China Sea. It's a great way for the US to make friends near China. The UK sailed a ship through the waters near Crimea to show Russia that it still doesn't recognize Crimea as belonging to Russia. Russia and China sailing between Japanese islands in an international shipping route doesn't do anything other than create news stories in Japan. If Russia or China want to challenge US claims, they could sail near the Aleutian Islands or American Samoa or Guam or Hawaii. If the US wants to do what China is doing, I suggest the US should build artificial islands near the Russian coast or Chinese coast.
