  1. To be fair to the Japanese, if you fought a war against a larger, superior military like that in the Russo-Japanese War, you might conclude that a Decisive Battle Doctrine is optimal. Once the Russians lost both their Far East Fleet and Northern Fleet, they had no options but peace. However, the USA was not the Russian Empire.
