  2. Russia was spending just about $40 billion per year on it's military and became the 2nd most powerful military in the world. From the year 2000 to 2022 everyone knew this and accepted it as fact. How come $40 billion isn't enough for Ukraine to field a modern military? The numbers aren't adding up somewhere
