  2.  @richardwalker6004  In the 1850's, the US Congress has a policy of adding two states to the Union, 1 slave state and 1 free state. This way Congress would remain balanced. However, the USA erupted into civil war in 1861. The Civil War ended in 1865 and slavery was abolished. The policy of adding two states for balance hasn't been used since the 1850's. You haven't been lied too, you simply do not understand. Wyoming became a state in 1890, Utah in 1896 and Oklahoma in 1907. If the rule of two states at once still existed after the Civil War, it was clearly broken between 1890 and 1907.
