  1. Countries like the USA, France, the UK, etc. count on using precision-guided bombs, and cruise missiles since they have a strong Air Force. Countries like Ukraine and Poland don't have such a powerful Air Force, so they're planning on using MLRS like the HIMARS in the same role as cruise missiles and precision-guided bombs. It's just as accurate and deadly, but arguably cheaper in the long run
