  1. I have to agree with the analysis by Ryan McBeth, in which he stated that this tragedy was created by Russian incompetence and neglect of the dam. Incompetence, because they most likely didn't know about scouring. And neglect, because the sluice gate they opened wasn't enough to prevent overtopping. They needed to open more sluice gates.
