I can't speak for every Western country, but I think here in the USA, a good starting point to stopping Russian propaganda is just calling it out for what it is. Admittedly it's hard. Russia has a very good strategy, but I've read a lot comments and I noticed how much Russian propaganda messages change to counter-act arguments being made in Western discussions. In the very beginning Russian propagandists started with "Giving aid to Ukraine is useless. It's not gonna do anything. It's pathetic. The West is desperate and weak." Now Russian propagandist messages have turned to "I don't know who's right or wrong. I just want peace in the world. War is terrible." This interestingly coincides with many Republicans going on Fox News to claim that the war in Ukraine doesn't affect us and we must lead a negotiation for peace with Russia. Strangely, these are many of the same Republicans who venerate President Reagan and Theodore Roosevelt. One of whom gave a famous speech called "A Time for Choosing" which says we must tell our enemies there is a line they must not cross and the other who was famous for his "Speak softly and Carry a Big Stick" Foreign Policy. Once we call our this Russian propaganda for what it is and start holding our political parties accountable, we can start hopefully having real discussions as Americans. Right now, we can't even agree on facts. Many Americans live nearly in an alternate reality and with conspiracy theories. Russian propagandists love this because they don't have to support a single conspiracy theory. They just have to confuse Americans and hopefully get people to give up. That's just my 2 cents.
