  1. The problem is that Russian military exercises aren't actual exercises in the sense of training soldiers and officers. Just like with China and North Korea, it's mostly just for the cameras and so generals can move some troops around. It's not actual training where soldiers get to learn anything. Most of it is just for PR and to threaten neighbors. That's why they always see NATO or US-South Korea exercises as a threat. They don't understand how a military exercise can be anything more than a glorified parade in the mud and with explosions. Western exercises test logistics, with units having timetables to meet to get to the training grounds. They set up tents in the field, coordinate attacks, and defenses. They build field fortifications. They test gunner accuracy. They test officers working with their staff, soldiers and the officers of other units/militaries. It's all tested. Authoritarian nations generally don't understand that.
