Once a bill is passed by Congress, the President must sign it. From there it goes down to a legal council that works to write the law into effect. It takes time, but they just make sure the law makes sense and works as intended. They can make small changes to do this. Once that's done, it'll go out to multiple government departments and federal courts. Idk if there is one specific book it goes into, but there is a digital record keeping. The law will be sorted by category and go under any appropriate subsections and so on. There is a huge legal team that works behind the scenes to make the law goes into affect, which btw, laws rarely go into affect immediately because of all the things said legal team needs to do.
