Pierre Sprey is part of a group called the "Reformers", who believe that the Tiger II is better than the T-90 and the M1A2 Abrams. Pierre Sprey's only claim to the A-10 was the "Blitz-fighter", which was actually proposed in 1978, six years after the A-10 first flew. Alexander Kartveli was the designer and creator of the A-10. He was born in Tbilisi, Georgia and immigrated to France and then the USA where he joined the company, Fairchild Republic. He died in 1974. Two years after he watched the A-10 fly for the first time. TLDR, it's Georgian-American engineering
