Moscow in 2021 for the second year in a row took 4th place in the overall rating of The World's 100 Best Cities, which is compiled by the consulting company Resonance Consultancy based on such indicators as tourist attractiveness, convenience for living, working and doing business. Moscow yielded only to London, Paris and New York which are ranked the first, second and third place respectively. The top five was closed Dubai.
Moscow ranked first in the "Product" category thanks to its developed infrastructure, air service and the number of attractions. In the "Place" category, Moscow ranked second for its high level of safety and availability of quality parks. In the category "Leisure" Moscow was in fifth place, in the level of education of the population - in third place, after London and St. Petersburg...
In February 2022 Moscow was ranked third in the global index of urban prosperity of the United Nations.Rating was made under the program on human settlements "UN-Habitat". In the overall standings, Moscow was surpassed only by Singapore and Toronto. In two of the six categories UN experts gave the first place to Moscow - it is the quality of life and infrastructure development. The first category includes medicine, education, security, science, culture and leisure. The development of science, low crime rate, availability of numerous public spaces, as well as the quality of higher and secondary education were particularly noted. The "infrastructure development" category includes transportation, housing, and social infrastructure.

I can't speak for Europe, but as someone who has lived in the U.S. for 25 years, I can say that purchasing power in Russia is at an acceptable level. I say this taking into account the prices of housing, utilities, electricity, Internet, television, cellular phone services, gasoline, city transportation, and medicine. They are much, much, much higher in the U.S. than in Russia. Accordingly, the price of food in the U.S. is much higher... Plus the progressive taxation is very disturbing out there!!! Add to this the very low level of education in U.S. schools, the crime rate in major cities, the terrible state of infrastructure... You draw your own conclusions...
