"It denies that the F-16 could carry nukes" - the problem here is, this has been an open secret way long before Moscow even complained. Ukraine doesn't need to use nukes; they just want a more capable fighter plane - and Russia to simply get out of their internationally-recognized territory (just using conventional weaponry is enough).

By saying that you support neither side, what you're actually doing is giving Russia a free pass to stomp an invaded nation pleading for help. To quote Britain's John Stuart Mill: "Let not any one pacify his conscience by the delusion that he can do no harm if he takes no part, and forms no opinion. Bad men need nothing more to compass their ends, than that good men should look on and do nothing. He is not a good man who, without a protest, allows wrong to be committed in his name, and with the means which he helps to supply, because he will not trouble himself to use his mind on the subject." Or the modern take from Desmond Tutu: "If you are neutral in situations of injustice, you have chosen the side of the oppressor.
