"reducing speeds by limiting powertrain size to no more than 1500cc..." - Formula 1 cars have engines of 1.6 liters, and look how fast their times are (if we focus on Red Bull, Mercedes, Ferrari, and the occasional Aston Martin). Besides, speed isn't the only factor in producing fast lap times.
This point is kinda short-sighted, to be honest.
EDIT: Besides before I forget, said cars have the MGU-K and the MGU-H installed to augment the engine. Toyota, Ferrari, Peugeot, and all of the LMDh-spec cars have hybrids. Finally, aerodynamics play a crucial role in getting the car fast and corner fast, so your argument of downsizing engine sizes to reduce top speed makes even less sense.
