Except, the model NG used for the radar tests left out quite a few things (some of which are actually more detrimental to the "stealth" - exposed turbine blades, the heat shield stretching from the exhausts, the chassis, and not to mention exposed weapons).

@bubiruski8067 - "western oligarchs" - not quite. Sure they messed up by doing the failed appeasement with Germany, but that misses a lot of other factors - the biggest one being Moscow's covert assistance for German rearmament during the Interwar Period. Does the Leichttraktor ring a bell?

The French do it, the Chinese do it, even Russia's only yet broken carrier has it. The exception would be for those that handle STOVL jets.
