"reducing speeds by limiting powertrain size to no more than 1500cc..." - Formula 1 cars have engines of 1.6 liters, and look how fast their times are (if we focus on Red Bull, Mercedes, Ferrari, and the occasional Aston Martin). Besides, speed isn't the only factor in producing fast lap times.
This point is kinda short-sighted, to be honest.
EDIT: Besides before I forget, said cars have the MGU-K and the MGU-H installed to augment the engine. Toyota, Ferrari, Peugeot, and all of the LMDh-spec cars have hybrids. Finally, aerodynamics play a crucial role in getting the car fast and corner fast, so your argument of downsizing engine sizes to reduce top speed makes even less sense.

It’s 2019, not the golden financial era that birthed the Gran Turismo generation of sports cars. Manufacturers don’t have money to create a halo car at a loss. Especially for a brand that isn’t even upmarket to begin with.

I love cars, the A70 & A80 inclusive; but if I were in that board room, i’d suggest a move downmarket, and a partnership (like the brilliant one with Subaru) to make it a more attractive proposal.
Personally I see the A90 as a more than deserving successor. In a world where Evo & 3000GT is dead, STI is leaving your market, Z has gone untouched for a decade, GT86 is too slow and NSX & GTR are unobtainably expensive; the average guy can still buy a fast, good looking, fun to drive and exciting Japanese sports car brand new from the dealer."

Japanese cars may not seem much, but they get the job done. And recently, the sports cars are in a sort of a second Renaissance (GR86, GR Supra, Mazda Miata, Nissan Fairlady Z). Besides, people are nagging about too much tech in their cars - which bring me to the next point. You focus too much on it, you are at risk of forgetting what driving a sports car feels like in their purer forms.
I suggest looking for a race track outside of South Korea, take a few fast laps there, and savor the performance. Don't complain about the tech just yet.
