  2. The contract was always that the civilian population feeds and supports the military and the military shapes the world for the civilian government. If there are too many shutdowns, too many budgets don’t pass, then that contract may not exist anymore. After that, we will discover that force is the one thing you cannot externally regulate, because what can enforce rules on force? A new age of imperial conquest will dawn.
