  4.  @dakotareid1566  it makes sense to reactivate specific high skill soldiers and bring them up to full currency long before a crisis. military skills are so sophisticated now thanks to the rise of technology and the western doctrine to invest in steel to save lives, that a trained soldier able to use their equipment to the fullest extent can be more effective than an emergency conscript. The tough part is, would anybody sign up if they knew that their recruiter lied to them about only doing four years and never getting called up?
