In the wars between the italian city states they used to use mercinaries almost exclusively and mercinaries could be hired for either side. Therefore surrender was a recruiting opportunity. Yeah the nuclear part of Tomahawk is what makes everyone nervous, and that is why they wanted to keep that particular genie in the bottle. If you even suspect that the enemy IRBM has a nuclear tip you'd want your own nuclear tomahawk on a truck to "burn down the forest to kill a flea" before that flea can poison your whole population.
