Well it's like policing London with either 12 cops with machine guns or 100,000 cops with truncheons. Even if your force of 12 cops is hearing about all the crimes in the city over the radio, they can't be everywhere at once.

@MDLuthier and also hugely expensive, and difficult to replace. A truncheon should be as cheap as possible, if you do more than put a coat of paint on the weapon you can't field enough of them.
