You can't win against teenage female horrmones. It's like male testosterone, when it's in full swing there is NO reason. Shd'd have gone to him no matter what. Grooming is powerful, he made her addicted to him.

If I had a daughter I swear I'd be a nervous wreck by the time she was 10 and getting more independant. Female teenage hormones? Forget it! you can't win against those things they're dermonic, believe me I experienced them and luckily the much older married man (my teacher) I crushed the hell out of obsessively was too scared to try it on (we got together 13 years later when I was 34 and he was 56 and he said he was very tempted when I was 16 and literally offering it on a plate, especially as his wife said no every night). I actually have two sons now though (not with him!), still primary school age- who can defend themselves pretty well against bullies (verbally, luckily no physical stuff yet!) and all I can do is try my best to raise them to treat their partners right.
