Here in Northeast Missouri, the corruption starts at the county sheriff's office and trickles down from there to the local PDs. Being elected is a double edged sword for a sheriff because it makes them beholden to lots of backers and local bigwigs to get into office, and this is a district that whips back and forth from deep red to bright blue periodically, so it can be a political bloodbath time to time.
Now, when a sheriff or deputy runs for other elected office, like one recently did, no one is willing to speak out against that candidate because they're a corrupt cop, you'll get on their list and retaliated against if they lose, which is exactly what happened. They turned on each other as well, one faction threw another deputy that got in as a state House Rep under the bus by leaking all the dirt they had of the shady shit they all did as cops, because he didn't back one of the others wives who was running for office.
She lost without his endorsement, so they tried to end his career.
The biggest problem is the sheriff IS elected, BUT you can't get good cops anymore, and it's hard to fire the ones they have, so all you do is replace the figurehead in an election while the rotten dept under them just stays in place from sheriff to sheriff, rotting more.

When you mix shady county police with those same officers running for political office, it's bad. Everyone is terrified to say anything because that cop candidate will see it and will put you on the retaliation list , win or lose.
This happened after the last election in 2020. One deputy's wife ran for county office, a former same dept deputy who is a State House Rep now refused to endorse her, she lost. Next thing you know, her husband, current detective, releases all the info he has collected in a personal investigation on that State Rep to the local St Louis newspapers, it becomes a national news story that he banged a drunk 19 year old in his police car back in the day.
Same dept tried to take out other local government employees via 'leaked' investigation documents as well. This is all been referred to the State AG, but best of luck as he's now running for US Senate so he'll need these same corrupt locals to Garner votes for him, including aforementioned State House Rep.
