One of the officers in out town got fired and charged for that, he was calling in plates to run OFF DUTY, which was caught when Highway Patrol audited those license plate checks. They record ALL of those, and then they match the time stamps to when the calling officer is working, CAD. Turns out he was stalking his ex-wife and anyone she associated with. This is a crime. He was fired. Then because he was Black he sued for being fired while black and won $50k out of the city's insurer. They can run any plate, BUT THEY HAVE TO BE ABLE TO JUSTIFY EVERY ONE ALSO. For the dispatch training you mentioned they have state-provided fake plate numbers you have to use so it'll flag as training in the logs. ALSO, all that radio traffic is in the clear so it's recorded, I know MANY civilians who record the dispatch feed 24x7, so they get that plate info when they're ran too.
