  3. Settled law...SCOTUS ruled in 1851 that Blacks are not persons. They never changed that ruling, it still stands. The 14th Amendment had to be passed by the public to override SCOTUS. So be careful what kind of settled law you want, it might be settled in a way you don't want.

You make the big ask, get everyone all spun up, then you pitch the one you REALLY want and everyone is relieved, lol.
