  1. Neither can 90% of the entire populace. There have been quite a few articles about it in Army Times, Stars and Stripes. And among the 10% or so that can pass, they're drug users or violent criminals with records that have to get moral waivers. It's a serious recruiting crisis. Good thing the Constitution bars us from having a standing Army, we'd be screwed!
