F1 has done something like this for a while, the turbo turbine shared a shaft with the hybrid electric motor/generator, so on decel it's generating electricity on this spin down, then when you hit the throttle the hybrid motor instantly spins the turbo back up to boost speed electrically without having to wait for the exhaust gasses.
