The biggest red flag of all this is a town of 1000 has a PD AT ALL, much less 8 personnel, lol! I work for a city of 3300 and they're working UP to having 5 total pd, they used to only have three, and that was a HUGE loss center, major expense. So they have to be absolutely gRAPING their citizens for fees and fines. That's illegal here in Missouri.
