I think what is really meant is that 'We must chuck some money at the Public Sector because they vote for us and we must keep them on side. Pensioners, the private sector,and farmers, by and large do not, so it is quite in order to throw them to the wolves.' Unfortunately, those are the kind of decisions a government formed of a school debating society is likely to make.
