  3. How does building a rail line from London to Manchester which might hopefully be more or less complete in 15 to 20 years time 'level up' anything? Improving the railway network across the North might have achieved this, but presumably the Westminster bubble could not quite manage to bring themselves to support anything which didn't directly benefit London.
