  4.  @lordcharfield  More likely, he is, like Lūcius Vitellius in the reign of Claudius, 'unswervingly loyal to his Emperor.' Sunak's view is probably that Shapps has an unbroken record of failure, and has been promoted hugely beyond his slight abilities, but at least he won't plot against his Prime Minister. In short, useless but loyal. Shapps, I mean. Not Vitellius.
