Correct. What many people now see as a fait accompli was not so obvious at the time. Many senior German officers, von Rundstedt included, feared a repeat of the WW1 Miracle of the Marne. The German armour had not seen much actual combat, but had travelled a considerable distance on its own tracks. Von Rundstedt chose to rest his tank crews, and to give them time to service their vehicles, before embarking on the second stage of the campaign. In any case, Goering had already told Hitler that the Luftwaffe alone could destroy the Dunkirk pocket. Hitler, with his knowledge of the land around Dunkirk from WW1, believed it to be hazardous for tanks, and chose to believe Goering's promises.
