  4. Out of interest, what actual purpose will the High Court Judge serve? I doubt that the judge or judge's staff, will do any sort of investigation at all into the circumstances surrounding the submission, but will simply carry out a cursory check to ensure that the documents have been properly completed. Doesn't this requirement simply give some semblance of spurious credibility to a proposition that will, in the fulness of time, be expanded out of all recognition, as is the case in Canada?
