  2. I would prefer a police officer who was capable, rather than one who looked healthy. Sergeant Singh has been insulted by being told that it is ethnicity, not ability, that matters, the Deputy Chief Constable has openly stated that the competence of his force is not uppermost in his mind, and the three Inspectors have been informed that there is little propect of promotion for them in Thames Valley. How fortunate, isn't it, that two tier policing is a mere fiction?
