  1. Why do you think? It is a deliberate policy, akin to the attacks on the reputations of people like Churchill, Nelson, Livingstone, etc., intended to cause the maximum offence to the bulk of the population. The Cenotaph, in particular, is an emotive site, and therefore considered fair game.
