A naval historian (Dr. S.T. Possony, in 'United States Naval Institute Proceedings') wrote, in July 1946, of the use of the German surface fleet in the invasion of Norway : 'A fleet had been sacrificed to gain a base, but the base was useless without the fleet.'

One minefield was laid by surface warships. The British told the Norwegian government of the location in advance, and there were no civilian casualties.

@knutknutsen6249 Your source about the loss of civilian lives being? The only mines were laid in the mouth of Vestfjord, on 8 April. In simple terms, bombing was impossible because of the distances involved. The British intention was to prevent the passage of essential war materials, (ore ships) to Germany, something which the Norwegians had chosen not to do. Actually, the British were rather too respectful of Norwegian neutrality. If they hadn't been, and the Royal Navy had been allowed to operate as it might have done, Norway may well not have been occupied for five years.
