  1.  @CMDRFandragon  France had ceased to be Britain's ally with the fall pf Paul Reynaud's administration on 16 June. After that, and the signing of the Armistice/surrender on 22 June, France was, at best, an unfriendly neutral. One of the armistice terms was that the French Fleet was to be returned to mainland ports, where it would be placed under German 'supervision.'

  2.  @josynaemikohler6572  Agreed, but the war situation in November, 1942 had changed out of all recognition from that of July, 1940. By November, 1942, the outcome, if still a distance off, could been envisaged, given the involvement of the Soviet Union and the United States.
