  1. It was an attempt to produce a submarine with the speed to operate with the Grand Fleet. The idea was essentially a good one, but the technology did not yet exist.

  2.  @CruelestChris  Indeed, but the Pluviose class was capable of 12 knots on the surface. The K class were four times as large, and capable of a surface speed of 24 knots. As I wrote, they were specifically designed to be able to operate in conjunction with a surface battle fleet.
