  6.  @roycampbell5605 Incorrect, it was to prevent the Home Secretary from unilaterally stripping the pre existing right from the 1948 and 1999 acts, at the whim of the home secretary from arrivals whom they deemed unworthy. That was illegal and thus the courts stuck down that provision.
