  1. He's having a laugh. They are more mixed and divided in their opinions than anybody! There are over 50 members of SAGE. And they have plenty of disagreements the CSO said it to be the case. There are too many in that group imo. It allows for too many opinions. That in itself can cause confusion. 5 would be enough. Possibly 10. But 50 odd is not good.
