Yes, easily - those girls were just 13 and 14, nothing in their young lives had prepared them for the terror they experienced that day, at the hands of a sex predator. It's a very common reaction to freeze with fear if confronted in such a way, and comply with everything the perpetrator orders you to do, in hopes that's the best way to stay alive. But it rarely is.
I feel we should teach our teens self defence and survival techniques for such situations as part of their school education. Girls in particular are raised to respect adults (especially men), never say 'no' to them, and to be 'nice' and compliant.
We should instead be telling our girls to do the opposite of everything a would-be attacker tells you to do, plus make as much noise and effort as possible to escape him. Scream "NO!" as loudly as possible to attract the attention of passers by, kick, bite and FIGHT if needs be. The crucial point is to resist going with the perpetrator to what the FBI calls; 'the second location'. Because the second location is the quiet location, away from other people and the hope of escape, where he plans to do his worst to you. The second location may be his car. In Abby and Libby's case it was 'Down the hill'.

Allen contacted the authorities and admitted he was 'Bridge Guy' (there at the crime scene, on the bridge, at the relevant time, wearing the exact same clothes), within days of the 2017 murders. The witnesses present only ever saw one male suspect. Who else do you think it could be???
Richard Allen is the Delphi killer. Unfortunately police messed up big time, they should have arrested and charged him within two weeks of the murders when he first came forward, not five years later. And if they had, we wouldn't be having this conversation now - everyone would accept he's the killer.
Unfortunately all the police mistakes under the bumbling, inexperienced Supt Doug Carter, have allowed conspiracy theories to thrive. And obviously Allen's defence team will exploit those police errors to the max, to get their guy off. But the evidence of his guilt is compelling. I sure hope the jury doesn't have any gullible people on it.

@jimnasium7700 Yes, that dumb 2019 media conference, fronted by useless buffoon Supt Doug Carter, was a total $hit-show. He announced the new, much younger suspect sketch and age estimate to huge fanfare, like it was some major break in the case. It wasn't - it was yet another wrong turn, in a flawed investigation full of glaring eff-ups.
Frankly I doubt Doug Carter could find his own a$$ with both hands if someone shut the lights off. Whatever the verdict, when this murder trial is over, Carter and the Indiana Police should be held fully, publicly accountable for their incompetence, which let a highly dangerous sex killer walk free for five long years. If Allen didn't kill again during those years of freedom, it's no thanks to the Keystone Cops.
