  1. Imagine a world wherein people only lived in places that could actually sustain them. Imagine farms only existing where water is naturally occurring. Crazy, I know.

  2. Short answer: People will try to fix it, screw it up, try again, fail again, eventually leave, and then that area will finally heal itself.

  3. Nobody would be forced to ration. Grocery stores throw away tons (not an exaggeration) of food every year. They could absorb the impact of a rapid population growth in a city. It would just mean that some people wouldn't get the flavor of creamer they like, or their favorite cereal for a little while, while the distribution centers adjust. There would be plenty of food to feed everyone, though. Not that big of a deal.
