AKA OPERATION: REDSKIN SHIELD This "progressive" idea is the Californian Left's version of building a wall. They want to drop a bunch of tribes between them and the US to keep from having to share an open border with us. It has nothing to do with "equality." It's a buffer and a way to try to dupe tribal elders into going along with their plan.
